New California - The 51st State?

In the interview there is the idea I have explained for years... that is ArticleIV, Section4 of the Constitution reads: "The United States shall guarantee to every state in this union a republican form of government…" California is flouting this and could have its politicians arrested, and/or the police force federalized for a time.
